              Your kind attention is invited to the Hqrs. Instructions referred to above regarding the procedure and documentation to the followed while dispatch and receipt of stocks by rail / road and the preservation of stocks in the godowns so as to minimize the transit and storage losses and incidences of dispatch / receipt of inferior quality of food grains.

2.           The compliance status of these instructions have been reviewed from time to time since January, 1999 in various MPR meetings at Headquarters with the ZMs and SRMs by the then M.D./Chairman and it was directed that District Managers who fail to implement these instructions should be proceeded with disciplinary actions. In the MPR meeting held on 25.5.2000, it was confirmed by the all SRMs that the procedure and documentation prescribed in these instructions are being implemented by them.

3.           But, during the recent visit in one of the godowns in Delhi Region by the ED(Trg.) alongwith Manager (stocks), it was observed that these instructions have not been complied with at all. In such a situation where the prescribed procedure and documentation has not been followed, it would be difficult for the receiving centres officials to escape the accountability for the transit losses and / or receipt of inferior quality of stocks, if any.

4.           On perusal of the compliance status of these instructions at this Depot, the Chairman has observed that the instructions issued by Headquarters vide circulars dated 6.11.1998 and 24.12.1999 as referred to above, must be complied with. Non-compliance of these instructions would be viewed negligence with malafide intention. Zonal Managers and Senior Regional Managers would inform about the action initiated by them against eh District Managers where losses / non-compliance of these instructions were reported to them.

5.           In view of the above, it is reiterated that the procedure and documentation envisaged in circular dated 6.11.1998 for dispatch of stocks by rail / road and for storage / preservation of food grains in the godowns vide circular dated 24.11.1999 must be adhered to so as to reduce the transit and storage losses.

6.           An action taken report as desired above be sent to Headquarters within two weeks for appraisal.
